OFPA’s Story
Dedicated to Empowering Foster Caregivers
Established in 2002, the Okanagan Foster Parents Association (OFPA) emerged as a beacon of hope, offering support and education to Foster Caregivers in the Okanagan region. OFPA is an organization of past/present Foster Caregivers and passionate individuals, all who recognize the changing needs of Foster Parents across the Okanagan and Shuswap. Our dedication to making a positive difference in the lives of these incredible individuals through education and support is what sets us apart.
OFPA contracts with the Ministry of Children and Family Development (MCFD), and caters to individuals who have chosen to enter into a Family Care Agreement with the Ministry. OFPA also works with the BC Foster Parents Association (BCFPA), Aboriginal Foster Parent Support Agencies, along with many other community partners to ensure that Foster Parents receive the holistic support they deserve.
At OFPA, fostering is not just a job or a service—it is a passion. We are honored to be a part of the journey undertaken by Foster Parents, advocating for their needs and championing their invaluable contributions to the lives of vulnerable children.
Our Association
Our Board of Directors, driven by their empathy and experience in the world of fostering, champion and advocate for Foster Caregivers. The Board’s understanding of the hurdles faced by Foster Caregivers enable them to continuously adapt and deliver impactful services that make a meaningful difference.
OFPA’s team of Foster Parent Coordinators embrace a multifaceted approach to support. They proactively develop and facilitate educational training programs that improve Foster Parent skills and encourage personal advocacy and development.
Coordinators actively recruit and retain foster homes, ensuring that every child and youth receives the best possible care available. Additionally, Coordinators organize social events, facilitate connections, provide education, support, resources and more, resulting in successful foster families.
Our Mission
Our mission is fueled by a genuine enthusiasm to assist those who selflessly care for children and youth when in need. We empower and uplift Caregivers by offering education, support, comprehensive information, and networking opportunities. Together, we strive to create a community that nurtures the well-being and development of the fostering community.
Our Vision
Our vision is to equip Caregivers with the knowledge and tools they need to make a positive and lasting impact on the lives of vulnerable children. We aim to ensure that every Caregiver has the most current education available, ongoing support and more, in order to provide a safe environment where every child is loved, and every family is supported.

Starfish Story
An elderly man was walking on the beach one morning after a storm. In the distance, he could see someone moving like a dancer. As he came closer, he saw that it was a young woman picking up starfish and gently throwing them into the ocean.
“Young lady, why are you throwing starfish into the ocean?”
“The sun is up, and the tide is going out, and if I do not throw them in they will die,” she said.
“But young lady, do you not realize that there are many miles of beach and thousands of starfish? You cannot possibly make a difference.”
The young woman listened politely, then bent down, picked up another starfish, and threw it into the sea.
“It made a difference for that one,” she smiled.
