It is about forming relationships which develop and change, as parents and foster caregivers work together to care for the child. It is an intense relationship, demanding co-operation to resolve differences and to work in true partnership. The focus is the best interest of the child; the goal is preserving the family ties. It is a partnership where parents and foster caregivers teach and support each other to care for the child."
